On July 15, 2013 Council approved Professional Services Agreement RFQ No. 03-05-13-PW for Transportation Planning & Traffic Engineering Services with David Plummer & Associates, Inc. The Agreement was amended on July 18, 2016 and further amended on August 11, 2017, extending the time of the contract.

Supplemental Task Authorization No. 5 to RFQ #03-05-13-PW, approved in March 2017 in the amount of $24,500 provided for a traffic study and preliminary design for Roundabout Design Services-McGregor Boulevard/Virginia Avenue.

Amendment No. 1 to Supplemental Task Authorization No. 5 was executed on October 30, 2017. This amendment increased the contract amount by $57,800, bring the total contract amount to $82,300. Amendment No. 1 added final design plans, utility review, drainage design, and lighting plans to the roundabout design at McGregor Boulevard and Virginia Avenue.

Amendment No. 2 to Supplemental Task Authorization No. 5, in the amount of $57,183, is for additional design services and tasks associated with the preparation and participation in the presentation to the Historic Preservation Committee and the subsequent appeal of the Historic Preservation Committee's decision to City Council for the project at the McGregor Boulevard and Virginia Avenue intersection. This amendment brings the total contract amount to $139,483.
