The City owns approximately 2.77 acres of property located at 3348 South Street. The City placed lime softening sludge, a by-product of the lime softening water treatment plant, which closed in early 1993, in borrow pits on the property site until 1967. Initial testing has been completed and results submitted to FDEP. As part of the work plan for the environmental assessment of the site, it was determined that the site would be cleared of existing vegetation and the lime sludge would be excavated.

The City utilized a piggyback contract to Lee County Solicitation #ITB-160479/AB Corkscrew WTP Lime Sludge Removal with Karle Enviro-Organic Recycling, Inc. to facilitate the necessary work. A proposal, dated July 24, 2018, in the amount of $298,148, was submitted by Karle Enviro-Organic Recycling, Inc. This proposal provided for excavation work and lime residual removal at 3348 South Street as part of the South Street Environmental Improvements Project. The Lee County Solicitation #ITB-160479/AB effective date was March 9, 2017 with an expiration of 3/8/2019 and three (3) one (1) year renewals.

On September 4, 2018, Council approved the piggyback to Lee County Solicitation #ITB-160478/AB Corkscrew WTP Lime Sludge Removal with Karle Enviro-Organic Recycling, Inc. in the amount of $298,148, with Karle Enviro-Organic Recycling, Inc.

Change Order No. 1, in the amount of $151,622 provided for removal of additional buried tree stumps and extended the project time, bringing the contract total to $449,770. This change order was approved by Council on April 1, 2019.

Change Order No. 2, in the amount of $331,675 provides for additional excavation and site grading, removal of additional buried tree stumps, disposal of stumps and an extension of project time. This change order brings the total contract amount to $781,445.
